LANSING, Mich., and PHOENIX: March 12, 2007: David J. Dutton, Chief Information Officer of Capitol Bancorp Limited (NYSE:CBC), today announced his retirement, effective March 31, 2007. Gregory R. Bixby, recognized IT banking veteran, has been appointed to the position.

Since coming to Capitol Bancorp in 1999, Dutton has created the blueprint for the company’s technology, including the implementation of the sophisticated Core Conversion project for the 50 separately chartered banks, which was completed at the end of last year.

“Dave has been instrumental in helping to define the strategic direction for Capitol Bancorp by designing comprehensive technology solutions that have enabled our accelerated expansion,” Capitol Bancorp’s Chairman and CEO, Joseph D. Reid, said. “Through his tireless efforts, Dave has deftly positioned the company for continued growth.”

Bixby, who was named by Bank Systems & Technology magazine as one of the year’s Innovative CIOs (2005), comes to Capitol Bancorp from his most recent position as Chief Information Officer for Republic Bancorp, Inc. (Owosso, Michigan). Bixby has extensive experience in varying aspects of IT management, vendor management and regulatory and compliance management. For more than 13 years, Bixby has undertaken various IT projects for Republic Bancorp. As a member of their senior management team, he was responsible for strategic planning and management of IT initiatives and was involved in multiple acquisitions and mergers overseeing systems evaluations, selections and integration.

“We are excited to have such an outstanding IT executive as Greg, who brings the expertise necessary to take CBC to new heights,” Reid said. “Dave and Greg will work closely together over the coming weeks as part of our CIO transition plan.”

Previous to his senior management role with Republic Bancorp, Bixby was the Manager of Information Systems for Raymond & Prokop, P.C. (Southfield, Michigan). In addition, Bixby spent nine years as the Coordinator of Adult Education Computer Programs for Micro Techniques, Inc. (Troy, Michigan), teaching adult students how to successfully use a myriad of software packages.

“I appreciate everything Dave has done to successfully convert Capitol to its new core banking system,” Bixby said. “I look forward to supporting the growth we have planned and undertaking a variety of technology projects that will continue to have Capitol Bancorp at the forefront of financial services information technology.”
